Liang-Chien Hall of Tunghai University Library Rules and Management Approach

1. Tunghai University Library Liang-Chien Hall is designed to be used by university administrative units, colleges, departments, student organizations and external academic cultural groups for meetings and lectures.

 

2. It is for academic seminars and can be borrowed for two weeks at the most.

 

3. To borrow this hall, please contact the library to fulfill borrowing procedures. Please indicate the time and duration, the purpose, number of participants and needed equipment.

 

4. External organizations should contact the Office of Public Relations or the library. An official communication should be sent to our university to petition for the president's approval in a manner prescribed by the rules at least a month beforehand.

 

5. Student organizations should inform Office of Student Affairs.

 

6. The hall is adjoining to the general study room. The borrowing unit should inform the participants not to refrain from using their phones outside the hall or to make loud noises. The facilities in the hall should be properly maintained. Nothing can be moved without the consent of the library. If any damage is incurred, one should cover the losses according to its value.

 

7. If the borrowing unit violates Article VI of the Rules, the library may correct or warn the borrowing unit depends on its gravity of the situation. Severe violations will cause that unit to be denied the privilege of borrowing the hall for a year.

 

8. If any condition mentioned occurs as follows, the library will deny the unit from borrowing immediately and confiscate the fee that has been paid.
(1) Contrary to the laws and good social customs or public order disturbances.
(2) Content inconsistent with the written application.
(3) Site and its facilities transferred to unauthorized user.
(4) The activity itself has the risk of damaging the site and the facilities.
(5) Issues that public opinion will not tolerate.

 

9. All units and individuals should not borrow the hall on behalf of external groups in order to evade fee payment. The library will refer to the University for further punishment if such cases happen.

 

10. If forces of nature are encountered which results in the hall being unavailable or even to affect the event from happening, the borrowing unit has the right to ask for postponement or refund. However, the library takes no responsibility to recover its costs.

 

11. If the borrowing unit encounters unpredictable human factors which results in the hall being unavailable, the borrowing unit should inform the administrative unit three days beforehand in principle to get the refund of which expenses have been deducted. Otherwise, one can only get two-thirds of it.

 

12. If there are urgent needs for the library to use the hall on specific occasions, the library has the right to notify the borrowing unit for not lending the hall. The library will return the entire fee. Nevertheless, the library takes no responsibility to recover its costs.

 

13. The borrowing fee for university units and external organizations after receiving approval from the university:
(1) Usage fee: NT$3,000 per period. (Free for university units, but will charge half price if the event is jointly run by both university organizations and external groups.)
(2) Facility fee: NT$3,000 per period, NT$2,000 per period for university units or if the event is jointly run by both university organizations and external groups. The fee covers the use of air conditioning, microphones, recording equipment, notebook computers, projectors and other expenses.
(3) Basic management and maintenance fee: NT$2,500 per period, NT$2,000 per period for university units or if the event is jointly run by both university organizations and external groups. The fee covers utilities, cleaning, equipment maintenance costs, work-study wages, overtime pay, etc. Work-study wages and overtime pay are in accordance with university rules. Work-study hours and overtime hours should include an additional half-hour for preparation and clean-up afterwards.
(4) Guarantee fee: NT$2,000. The borrowing unit will get this fee back after the site is carefully checked and no damages incurred. One period is four hours time period. If it is for the use of developing administrative affairs of the university, unit will only be charged the work-study wages.

 

14. After the library issues the notice of charges, the unit should pay the charges at the Office of General Affairs Cashier's Section within two weeks. The borrowing unit will receive a receipt which should be submitted to the library to borrow the hall.

 

15. The hall is unavailable on the closing days of the library, the week of and the week before exams. The reason being that walking in and out, speaking, chatting, talking on the phone on the aisles outside the hall will disturb the readers in the nearby general study room.

 

16. This rule and lending method goes into effect after being approved by the president. Same procedure will be applied to the revision.
